Speculation over the awarding of Part One (aeronautical, mechanical engineering and Communications and Information systems) of the MoD’s Defence Training Rationalisation programme is reaching fever pitch.

There are two consortia (Metrix and MC3) bidding for Part One, with Metrix and Holdfast being the contenders for Part Two (Logistics, Joint Police and Personnel Administration and Security, Languages, Intelligence and Photography).

MC3 have recently appointed Antony Prior as their Chief Executive. He has 30 years’ experience in the defence industry and his appointment is seen as a significant strategic move.

One of the biggest political footballs in awarding this contract is where the facilities are to be located. Each of the consortia favour a different location and this has inevitably caused them to be linked to the local politicians who are spruiking for their electorates to be chosen.

Metrix favour St Anthan in Wales and have the backing of local MP John Smith, who was recently quoted in the Western Mail praising Mike Hale, Metrix Chief Executive saying, ‘He has a track record of delivering on time and on budget’. The Welsh Assembly have also funded a team of 30 people to promote St Anthan.

MC3 favour the redevelopment of RAF Cosford in Shropshire, with Mr Prior saying that, ‘MC3’s proposals present the lowest risk of disruption to this vital training while the defence estate is rationalised and training technology upgraded’. Whichever consortia and location is chosen, the impact on the local economy will be felt for generations to come.
